9/15/2013 RFP UPDATE:

 

The NAPM's FoNPAC has decided to issue a Best and Final Offer (BAFO) in connection with the NPAC RFP. The BAFO will open on 8/16/2013. Qualified vendors will be contacted via separate email with BAFO access instructions.

 

5/15/2013 RFP UPDATE:

 

In accordance with Section 1.5 of the LNPA RFP Survey, the Future of the NPAC Advisory Committee (FoNPAC) of the North American Portability Management LLC extended the 2015 NPAC RFP submission deadline until 11:59 PM EDT, April 22, 2013 with the consent of the FCC. The FoNPAC has not initiated its review of any submitted proposals. The FoNPAC will not begin its review of submitted proposals, or distribute any of the submitted proposals for review, until all relevant parties have executed an amended Non-Disclosure Agreement (NDA) and, where relevant, an amended Confidentiality and Conflict Declaration and Certification (Certification) for parties who have not submitted a proposal or an Acknowledgement of Confidentiality (Acknowledgement) for parties who have submitted a proposal.

Any party who submitted a proposal for review on or before 11:59 PM EDT, April 22, 2013 must execute and return an amended NDA with an Acknowledgement. Each member of the North American Numbering Council, including members of the Selection Working Group, must execute an amended NDA and Certification before he or she may have access to any confidential information associated with the 2015 RFP process.

Amended NDA and Certification Instructions:

 

Step 1:  The amended NDA and Certification is located on the NAPM LLC website at http://www.napmllc.org/.  Select the "NPAC RFI/RFP" tab, and then select "Reference Documents."

 

Step 2: A copy of the amended NDA and Certification signed by the Respondent must be emailed to Tim Decker at timothy.decker@verizon.com.

 

Step 3: The hard copy of the amended NDA and Certification signed by the Respondent must be mailed to:

2015 NPAC RFP SUBMISSION DEADLINE EXTENDED

FOR ALL PROSPECTIVE RESPONDERS HOLDING

IASTA® SmartSource SRM® Tool login credentials

UNTIL 11:59 P.M. EDT, APRIL 22, 2013

 

In order to promote competition and ensure that all potential offerors have a common understanding of proposal submission requirements and an adequate opportunity to compete, the date and time set for receipt of initial proposals, April 5, 2013, is extended until 11:59 p.m. EDT on Monday, April 22, 2013.  All firms, including those that have not previously filed, are free to submit, resubmit, or make any adjustments to any portion of their proposals (including, without limitation, survey responses, legal opinion letters, or past performance questionnaires) by that date and time.

 

NOTE:  Unless otherwise specified in writing, the time of day set for receipt of proposal-related submissions is 11:59 p.m. EDT on the due date of a filing.  All proposal-related submissions must be entered in and accepted by the IASTA® SmartSource SRM® Tool by the date and time set for receipt.

VENDOR RESPONSE INSTRUCTIONS:


Request for Proposal (RFP) Instructions

 

Step 1: Respondents will be required to execute a Non-Disclosure Agreement (NDA) prior to being able to access the RFP. The NDA is located on the NAPM LLC website at http://www.napmllc.org/.  Select the "NPAC RFI/RFP" tab, and then select "Reference Documents."

 

Step 2: The hard copy of the NDA signed by the Respondent must be mailed to:

Step 3: After the signed NDA has been mailed to the NAPM LLC, Respondents must contact NAPM LLC FoNPAC Subcommittee, via the NAPM LLC website at http://www.napmllc.org/ communicating their intent to submit a response to the RFP in order to receive the IASTA® SmartSource SRM® Tool login credentials.

·         Select the "NPAC RFI/RFP" tab, and then select the "Comments" choice from the left hand menu, to request a login.

THERE WILL ONLY BE ONE RESPONDER LOGIN USER ID AND PASSWORD GIVEN TO EACH RESPONDING COMPANY.

 

Step 4: After the signed NDA is executed by the NAPM LLC, the NAPM LLC FoNPAC Subcommittee will set up the appropriate Respondent access for RFP documents and will reply to the Respondent via email with the IASTA® SmartSource SRM® Tool login and password.  

 

Step 5: After the RFP has been published and the Respondent has been given access to Iasta® SmartSource SRM® Tool and logs in, the Respondent will see the following three surveys:

·             2015-LNPA-Vendor Qualification     

·             2015-LNPA-Technical Requirements Document

·            2015-LNPA-RFP-1

The Respondent should begin responding to the RFP by opening the 2015-LNPA-RFP-1. The 2015-LNPA-RFP-1 survey will direct the Respondent to the other two surveys as appropriate.

(Note: The Respondent will also see a "Glossary of Terms and Abbreviations" attachment, which covers all three IASTA® SmartSource SRM® Tool surveys.)

 

Step 6: Responses to all three surveys must be completed and will only be accepted via the IASTA® SmartSource SRM® Tool.

 

Step 7: Respondent questions must be submitted using the "Forum" in the IASTA® SmartSource SRM® Tool.

 

Step 8: Respondents must satisfy the Vendor Qualification criteria as seen in the 2015-LNPA-Vendor Qualification document in the IASTA® SmartSource SRM® Tool in order for their RFP response to be considered.

 

Step 9: A response to all three Iasta® SmartSource SRM® Tool surveys must be received on or before April 5, 2013 via the IASTA® SmartSource SRM®  Tool.
