NAPM Transition Oversight Manager (TOM)

The Transition Outreach and Education Plan (the "TOEP") creates an inclusive means for stakeholders interested in the LNPA process to provide meaningful input, including the use of multiple channels and methods to convey targeted and timely communications to all stakeholder groups, including, but not limited to, small carriers, state regulatory authorities, and law enforcement and public safety entities.  A goal of the TOEP is to ensure that the NAPM LLC receives timely feedback from a representative sampling of the relevant stakeholders.  Information regarding the transition process, how stakeholders can participate in the transition, customer onboarding and testing details, schedules and timelines, etc., will be provided throughout the transition.




The NAPM LLC filed the Transition Oversight Plan with the FCC on April 27, 2015.  The NAPM LLC, with oversight by the FCC Transition Team, will continue to update and refine the Transition Oversight Plan, as necessary, throughout the transition period, and the non-confidential versions of any updates will be posted on the NAPMLLC.org website (LNPA Tranisition tab, under "Reference Documents").

Status Update:

The North American Portability Management, LLC and

the Local Number Portability Administrator Contracts


The North American Portability Management LLC (the "NAPM LLC") has begun taking significant steps in response to the Federal Communications Commission's ("FCC") recent Order conditionally approving the selection of a new Local Number Portability Administrator ("LNPA") in all seven United States service areas, and authorizing the NAPM LLC to negotiate the contracts with the vendor recommended as the new LNPA, Telcordia Technologies Inc. ("Telcordia").[1]


First, the NAPM LLC is developing the Transition Oversight Plan required by the FCC's Order, which the NAPM LLC will file with the FCC no later than Monday, April 27, 2015. Once filed, the NAPM LLC will file a non-confidential version of the Transition Oversight Plan on this page. The NAPM LLC will, with oversight by the Wireline Competition Bureau of the FCC, continue to update and refine the Transition Oversight Plan, as necessary, throughout the transition period, and the non-confidential versions of any updates will be posted here.


Second, the NAPM LLC is in the process of negotiating the LNPA contracts with Telcordia in accordance with the FCC's Order.


Third, the NAPM LLC is in the process of selecting an independent third party transition manager in accordance with the FCC's Order.


Fourth, the NAPM LLC has reached agreement with Neustar, Inc., the current LNPA, to renew the existing contracts in all seven United States service areas to cover services needed during the transition period. The NAPM LLC expects that further negotiations with Neustar regarding the scope and details of Neustar's provision of contractually-required transition-related services will be necessary after the Transition Oversight Plan is finalized.
