Washington, DC  May 29, 2018  The North American Portability Management LLC (NAPM LLC), which provides oversight of the nation's number portability system under the authority of the Federal Communications Commission (FCC), today announced the completion of the transition to iconectiv as the nation's new Local Number Portability Administrator (LNPA) in all seven United States service regions. The transition to iconectiv as the LNPA involved hundreds of stakeholders across government and the private sector, and the multi-year project was successfully completed on schedule and as planned.

The NAPM LLC has informed iconectiv that as of 11:59 p.m. CDT on May 25, 2018, Final Acceptance of all NPAC/SMS Services and Ancillary Services in all United States Service Areas or Regions has occurred. The LNPA Transition is complete.

The Transition Oversight Manager (TOM) would like to inform Number Portability Administration Center (NPAC) users that the iconectiv LNPA has successfully transitioned NPAC services for the Western, Southwest, and West Coast regions to the new NPAC on the morning of May 20, 2018. The NPAC maintenance window has closed, and NPAC users in all regions may now submit porting transactions to the iconectiv NPAC. Note that this does not impact users of Wireless Do-Not-Call, Enhanced Law Enforcement Platform, or Interactive Voice Response services. 

The TOM will continue to host a WebEx that will have will have a running feed of updates and progress reports as well as a Chat tool for industry to submit questions and comments. This will be open continuously until 7:00PM CT. 

In addition, the TOM will host a teleconference bridge to supplement the WebEx with additional updates and details. Updates will be provided on the bridge at 2:00PM CT.

The Transition Oversight Manager (TOM) would like to inform Number Portability Administration Center (NPAC) users that cutover preparatory activities are on-track and the transition of the Western, Southwest, and West Coast regions will proceed at midnight CT. A pre-approved one-hour extension of the maintenance window to 11:00AM CT will be in effect for these regions. Note that this transition does not impact users of Wireless Do-Not-Call, Enhanced Law Enforcement Platform, or Interactive Voice Response services. 

Beginning May 20, 2018 at 12:00AM CT, the TOM will host a WebEx that will have a running feed of updates and progress reports as well as a Chat tool for industry to submit questions and comments. This will be open continuously until 7:00PM CT. 

In addition, the TOM will concurrently host a teleconference bridge to supplement the WebEx with additional updates and details. Updates will be provided on the bridge at 6:00AM CT8:30AM CT11:00AM CT, and 2:00PM CT. 

If a contingency plan is determined to be required, such as an additional maintenance window extension, fallback, or rollback, the TOM will send an industry-wide email, post the update to the WebEx Dashboard, and announce it verbally on the Industry Cutover Bridge.

On September 29, 2016, the North American Portability Management LLC (the NAPM LLC) gave written notice of its election to extend the term of the Master Agreements with NeuStar, Inc. (Neustar) in all seven United States Service Areas that were set to expire on September 30, 2016, as set forth in Section 24.2 of the Master Agreements.  Hereafter, Neustar shall be obligated to provide Services and Transition Services in accordance with Section 24.2 of the Master Agreements in all seven United States Service Areas, subject further to the right of the NAPM LLC to deliver to Neustar one or more 180 Day Termination Notices and to the respective rights and obligations of the NAPM LLC and Neustar upon delivery of one or more 180 Day Termination Notices.

iconectiv Kicks-off NPAC Transition with Onboarding  Webcast

Service Providers, Service Bureaus, and Provider of Telecom-Related Services to Be First Group to Register

September 7, 2016 ? iconectiv, the newly named next Local Number Portability Administrator (LNPA) for all U.S. regions, will hold its initial Number Portability Administration Center (NPAC) transition webcast on September 21, 2016 from 4:00 pm to 5:00 pm ET. The first in a series of transition-related events, the webcast will focus on the registration component of Onboarding for Service Providers, Service Bureaus, and Provider of Telecom-Related Services. Registration for other NPAC user types will be covered in future sessions.

THE NAPM LLC GIVES WRITTEN NOTICE OF NON-RENEWAL

 

On July 1, 2016, the North American Portability Management LLC (the ?NAPM LLC?) gave written notice of its election not to renew the Master Agreements with NeuStar, Inc. in all seven United States Service Areas that are set to expire on September 30, 2016.  The Master Agreements provide that they automatically shall renew for an additional one year term unless the NAPM LLC gives written notice to NeuStar of the NAPM LLC?s election not to renew the Master Agreements at least 90 days prior to termination of the current term.  Notwithstanding the NAPM LLC?s written notice of its election not to renew the Master Agreements, pursuant to those Master Agreements, NeuStar is obligated to continue to provide Services and Transition Services in all seven United States Service Areas through September 30, 2016, and, in certain circumstances, beyond that date.

The NAPM LLC filed the Transition Oversight Plan with the FCC on April 27, 2015.  The NAPM LLC, with oversight by the FCC Transition Team, will continue to update and refine the Transition Oversight Plan, as necessary, throughout the transition period, and the non-confidential versions of any updates will be posted on the NAPMLLC.org website (LNPA Tranisition tab, under "Reference Documents").

Status Update:

The North American Portability Management, LLC and

the Local Number Portability Administrator Contracts

 

The North American Portability Management LLC (the "NAPM LLC") has begun taking significant steps in response to the Federal Communications Commission's ("FCC") recent Order conditionally approving the selection of a new Local Number Portability Administrator ("LNPA") in all seven United States service areas, and authorizing the NAPM LLC to negotiate the contracts with the vendor recommended as the new LNPA, Telcordia Technologies Inc. ("Telcordia").[1]

 

First, the NAPM LLC is developing the Transition Oversight Plan required by the FCC's Order, which the NAPM LLC will file with the FCC no later than Monday, April 27, 2015. Once filed, the NAPM LLC will file a non-confidential version of the Transition Oversight Plan on this page. The NAPM LLC will, with oversight by the Wireline Competition Bureau of the FCC, continue to update and refine the Transition Oversight Plan, as necessary, throughout the transition period, and the non-confidential versions of any updates will be posted here.

 

Second, the NAPM LLC is in the process of negotiating the LNPA contracts with Telcordia in accordance with the FCC's Order.

 

Third, the NAPM LLC is in the process of selecting an independent third party transition manager in accordance with the FCC's Order.

 

Fourth, the NAPM LLC has reached agreement with Neustar, Inc., the current LNPA, to renew the existing contracts in all seven United States service areas to cover services needed during the transition period. The NAPM LLC expects that further negotiations with Neustar regarding the scope and details of Neustar's provision of contractually-required transition-related services will be necessary after the Transition Oversight Plan is finalized.
